flat rate because I do not trust all clicks to be genuine - saves headache.

Flat rate avoids click fraud and you're almost always guaranteed to have some click happy people, whether intentional or not. Flat rate at least avoids that pitfall. Of course you still need to base your amount for the flat rate realistically on what you believe is the actual number of users viewing the ad, something else that can be manipulated, but generally less risk than CPC.
