wp user pluggin?

What is the best all around pluggin that will allow me to setup authors on wp so that all posts, edits and revisions must be approved by me before they go live and that once live they cannot ever be edited unless I authorize it?

Setting the user role to contributor does exactly this without the need for a plugin..

This would still allow the contributor to edit his own content I think, plus you have to add some code if not mistaken to allow the contributor to upload images/media.

As far as I can tell, contributor cannot edit a post once published by an admin.. not in my testing anyway.. but it could be an oversight on my end.

As far as being able to upload.. yeah, I didn't consider that.. this plugin should take care of that: http://wordpress.org/extend/plugins/...ccess-manager/
