    Best MPEG Compression Tool

    What's the best software to create nice quality MPEGs at the lowest possible size? My guy is using Adobe Premiere default bitrate and the files are kinda big - i know there are guys on here who claim impressive compression skillz, what software do you use and what bitrate and screen resolution?
