Having a ton of sites on the same IP that all link to eachother can be a bad thing as far as ranking.

Having < 10 is ok.

If I'm on a virtual host server, I might be linked to 5 other sites (which I don't own) on the same IP address.

as far as seperate blocks, most hosts won't give seperate blocks with out good reason, simply because they have to give a reason to buy more blocks.

The easiest way is to use multiple hosts.
