I'm not sure the last time you've used Upwork, but you can choose between hourly pay or per project pay. If you choose per project you can add milestones and set the amount of incremental payments you want to release as the dev finishes each milestone.

Even with hourly all you need to do is have the dev submit the work to a Git repository everyday so you can track their progress each day.

If someone using Upwork spends money and doesn't get a deliverable, then they should not be in the business of managing developers or projects.
