If shipping used underwear in Ziplok bags in sealed boxes is considered a biohazard in the U.S., why isn't it considered a biohazard when airline passengers check in luggage containing used underwear? Certainly, TSA officers are more exposed than the U.S. postal service, since they sift through luggage containing used underwear.
