1. Where occupational exposure remains after institution of engineering and work practice controls, the employer shall provide, at no cost to the employee, appropriate personal protective equipment such as, but not limited to, condoms, gloves, and eye protection.

Personal protective equipment will be considered 'appropriate' only if it does not permit blood or OPIM?STI to pass through to or reach the employee's work clothes, street clothes, undergarments, skin, eyes, mouth, or other mucous membranes under normal conditions of use and for the duration of time which the protective equipment will be used...
I'm not trying to split hairs, but does "shall provide" simply mean "make available" at the employer's cost?

It could be interpreted that the employer has to provide the protection, but that the performer may at their own option, weigh their personal decision based upon the available info (test results, etc), and then decide for themselves to use or not use the available protection.

If so, then that is my current practice...no problem.

I really can't believe that they expect performers to wear gloves and goggles (eye protection) when doing scenes.

Taken to its extreme, that means no French kissing without a protective barrier, and no swapping spit...
