If it was a 1 time charge, the trolls would still pay it. While they don't make any money they can still afford to spend $10. So it wouldn't solve much.
how about if you are an asshole 24/7 and don't contribute anything and no one can vouch for who you are (no one) meaning you do business with no one, no designers, programmers, traffic people, affiliate programs, etc... no one can say "hey i know him or did business with him" and you can't prove to eric you in the industry then you get booted. You can't check everyone but who cares about the people who contribute or don't cause problems, its the asshole trolls in every thread that stay anonymous and talk shit to everyone who cause the most trouble and likely not in the industry.
