I think it's called 'the Poppyseed Theory' or some such. It goes: when a single poppy plant grows taller than those around it, the others will 'chop it down to size' to keep it at the same height as all the others. There's another analogy of black ants in a bucket. If one starts to climb to the top, and to freedom, the other ants - or maybe it's sand crabs - pull it back into the bucket.
Group-think, low-self-esteem, anger issues, pent up grievences, pick 'em.
