It can be done space, so if it's just an experimental "learning" type thing, and not based on being fuckin' cheap, then go for it... I'll even give ya tips.
I host from home myself. But... they're very low bandwidth sites, not 50 gig-a-day shit, I got a T1 pipe in here, and I certainly am not running Winblows 98. Plus I have an extensive background in networking, hardware & software from my AT&T days and beyond, so I know what I'm doing. I host some stuff here, because I can.
But I certainly would never recommend it with the parameters you've given and certainly not for the sole purpose of saving a buck. Cuz you're NOT gonna save a buck. You'll spend MORE trying to set yourself up to do it right than you would by just getting some pro hosting. I've spent shitloads of money on my setup. Again,... because I can. I do this shit for fun man.
However, if you're really interested... and you're set on doing it... hit me someday when I got some time & I'm in a good mood, and I'll tell ya anything you wanna know.

Here is some useful info....
Buy a copy of FrontPage 2000. You can use it to edit your web site galleries, plus it turns your PC into a web server on install. The instructions on how to serve your web pages to the Internet are written for the dumbest of us all, so you should be able to set this up.
You'll need someone to provide you with name service as well and you'll need a static IP.
One last thing, cable modems are built for downloading data, not sending out data, so you'll find that most cable modems do a piss poor job of hosting.
So basically, you'll spend money setting this up, you'll spend time, and the results will be piss poor. Your time would be better spent jacking off then venturing into this project.
