A bank usually issues a CB request only if the complaint is placed, there is nobody answering the telephone support line, and your support can not conclusively prove that the member signed up for, and used the service. This is usually pretty easy to provide.
I just caught a fucker last week who has wacked me for 4 CB's over 2 years. If they are ccbill subscriptions, email the ccbill fraud dept. They were able to verify that the guy has done this on other sites. Is there a subscriber blacklist out there for webmasters? I know for a while I was getting a lot of check fraud by these fuckers using a simple trick I'm not going to post here.

I think my highest month EVER was 5. That's right. Years of doing business online. FIVE FUCKING CHARGEBACKS, in a month, over 5 or 6 membership sites total!! Over 6 memberships sites, a TOETAL of 5 chargebacks.
On average, I would guess a normal month is 1, and you may have a bounced check or two. So let's say 3 monthly MAXIMUM on average.
However, I have been burned in the past on membership sites who's tours promise one thing, and the site is nothing remotely close. So I can see why their chargebacks would be "off da hook".

I had a bad charge back month last month mostly on the rebills. But nothing like that ouch! What % of your sales is that?
my 21 is not a big % of my overall sales, so it's not that huge of a deal, but it's definately a disturbing thing since i've been pushing sites for 10 years, and this is the 1 worst month of negatives in the past 120 months (10yrs)

That seems like a lot for CCBill; they make a point of contacting the program to try to rectify any issues, unless the person tells them that they just didn't sign up for it, and it was a stolen CC.
I have noticed one of my sponsors getting like a charge back per week. Funny thing is I have hardly sent any sales to that sponsor. I would assume it is like a 75%+ charge back rate...time to pull the links.

You know you have a chargeback when, as example, Epoch takes it off your remittance, plus the 25.00 fee.
I had one last week. Guy signed up for a 3 months membership, cancelled 6 weeks later after dl near 45 gigs of content. Never heard from him, no emaiol, no phone, nothing ... 39.99 reversal plus 25.00 fee .

Had way too many CCBill800 chargebacks the past few weeks. Not too many CC chargebacks as ussual. About to drop that check shit completely.
I dropped the check option on all my sites, but one, a year or two back. I The CCB bounced checks were off the hook. One of my friends in OZ noticed the same. So we both killed the check option around the same time.
Fuck em.

Check is still a good way for ppl to join our sites, we have less than 1% returned checks, so if you see pluses versus minuses, its still good.
Why wouldnt they? I am not well known or a big player and all I had to do was ask to get access to the sites I wanted to check out. But then again I did send them a few sales first.

I disagree with some of this as I feel a lot of it is fraud. I'm not saying it doesn't happen but it's more likely the person would just be pissed and not re-bill or ever purchase from the site again. I have processed 15K+ subscriptions and the CB's seem to come in waves when it's affiliate fraud or people working together to scam a site, (yes, there are boards out there with clear information on how to use check fraud and CB's to get free memberships

Agreed. It can be. I notice it as a better option on certain sites, then others. in my case, the porn sites, it was a bad option. So we killed it. It did not effect sales in the end, nor did we get complaints.

I blacklist them with glee, on both processors. So that is not an option (for them to re-join).

True dat. On both accounts. Do a simple G search on your website(s). You will find many boards listed in the SERPS where people are asking for passwords to your website(s).
I've noticed a steady rise in refunds/chargebacks, as well as cancellations. My revshare sales are going up every month but my rebills are staying the same or even dropping
