9/11 victims’ remains were incinerated, mixed with medical waste and put in landfill........

I'm confused here. What are they supposed do with it?
It's not like they were big body parts, arms and legs and such; These were small pieces of bone they were unable to identify. They were cremated AND THEN incinerated. There was some "residual material" - what does that mean, not even ashes, just dust?
