Need Wordpress API programmer/coder.

I need someone that has good wordpress experience to code a little project for me.

What I need is like an admin panel I can log into and control my blog network from that site mainly.
I want to be able to update all my blogs from that admin panel.

*Auto blog discovery with url type-in
*New/edit/delete posts
*Fetch categories and tags from that specific blog
*Schedule posts
*Add new blogs to the network and delete blogs from the admin panel (interface)
*See all blogs connected to the network
*Add/edit/delete new pages on a specific blog
*File upload to blog using the WP uploader

( We will discuss further about functional options )

It must work with All-In-One-SEO and latest wordpress version.
