Nov 1st, or Nov 15th?
i've seen both dates mentioned many times in many different threads.
can anyone confirm the date these reg's will take final effect? ie: the date that processing of Non-US based companies without a 'US presence' (whatever that ends up meaning) will cease... thanks |

I've found articles about these regulations on mainstream news sites, but I can't find *anything* mentioning this on Visa's site or on Mastercard's site.

Quiet, I know you use IBILL - I do too.... I asked about these new regulations and when we can expect an official IBILL notification and they said it will probably be send out next week.
I am waiting for an official email because the stories of the processors on this board seem not to be the best source to get your information from. |

this is straight from the inside of ccbill's admin area ....
Below is a summary of the requirements for Visa that we must implement by November 1st: VISA Each Sponsored Merchant must complete a registration form that we will submit to Visa on your behalf. A form will be provided to you by each of us, electronically, as soon as possible. Some of the data elements required are: company name, address, transaction counts, dollar volumes, URL?s, etc. An initial registration fee of $750.00 per company (not per url) will be charged to register each Sponsored Merchant. $500.00 of this fee is payable by the Acquiring Banks to Visa, the balance are administrative fees to the banks and processors. These fees are due November 15th. Mastercard The MasterCard logo cannot be displayed on the client?s sites. Several other rules will be changed and we will advise you as soon as these are solidified. October is the month to implement these changes. We expect the transition should be a relatively smooth process. The following is a timetable for preparing for the November 1st deadline: By October 8th, we will begin the Visa registration process. We will email you a form, which must be completed immediately. By October 15th, we will have a Privacy Policy up on our Join Pages. By October 15th you must have all MasterCard logos removed from your sites I don't know if that cleared anything up for anybody... |

I'm not sure they should/will process past nov 1.
visa is saying you have to be in compliance by nov 1. so on oct 31st - you need to have a company set up in a country the biller has a presence - and that you need to have your registration form submitted. I think the only thing special about nov 15 - is that they are giving people a few more days to get their registration fee in. Technically it doesn't sound like the processors would be allowed to process for anybody that isn't in full compliance (cept for not paying the fee) after the 1st. I'm baffled by your situation quiet - you've been talking about serious dollars that are at stake if you lose your processing. Surely you have done business with enough people - that you have a couple US firms that you trust enough - that you could partner with which would allow you to keep on earning .... |

yeh. the key there was - trust enough - to feel pretty good about entering into a deal - cement it in some good legal framework - and put the fear of god in them if screw with your money they will be missing family members when the sun rises the next day.

i got an email on the 5th from ibill....it said they were going to start the registration process on the 14th
ccbill sent out an email on the 3rd (joint statement) and on the 10th. the one on the 10th said "Currently, our Executive Officers are meeting with our acquiring banks and we are hopeful that we will have clarification of all the outstanding issues for you by early next week. Originally, we had hoped and planned to have everything clarified, and have our systems in place to begin your registration process by October 8th. However, after careful review of the current facts, we believe it is in the best financial and logistical interest of our clients to wait until we have all the necessary answers from our acquiring banks." and that's all the news that's fit to print... |
