new site im going to develop, what cms is the best

Im going to develop a multi user blog (3 kinds of blogs that the user can choose from, then different templates.
The site will also have a wiki with different categories etc and a news site where the user can submitt news etc.
there should be a competition where you can vote on users etc
Everything is moderated with admin, super moderator and moderators.
this is just a quick sumary of what i need so not in detail

I asked on scriptlance and someone there told me the site would cost 5k to code but what cms is the best for this. I can send all details in a mail (everything i need) but would prefer if it was good php coder, (so not everyone knows about my project)

i have been looking at Nucleus and Textpattern because it need's to be easy to change the design / template

Drupal does everything you mentioned. Blogs work right out of the box but you need to install the Wiki module.

Have you tried joomla? It's versatile and got more extensions and plugins.
