Of course it could also be a software that makes manual submission easier... doesn't have to be 100% AUTO

Why would you need a submitter for AVS programs?

There isn't a million AVS sites like TGP's..

Just get a submitter where you can edit the database.

As mentioned previously look at Advanced Submitter

With AS you have full control over the database and can set site specific rules. As a result you can pretty much configure it to submit to anything with a submit page.

It can even handle the category specific recips and directory mirroring required for LLs.
