Surely, there's customers that specifically seek out discount offers and sites that market to those types of customers. Also as getscorecash mentioned emailing ex-members with discounted re-join offers.
It's easy to do through NATS or similar softwares. Just set up a seperate program with discount pricing.

We just lengthened the membership period and it worked like a treat. Sign ups and revenue jumped. Only on www.paulmarkhamteens.com on www.astral-blue.com it never worked. Strange.

We did it via the ccbill cascade / traffic manager - one active link at all times, then you can switch the price points out as and when you need them, works great for email marketing / campaigns so you can offer 1 week specials etc.
