it doesn't harm Your pr, they're just free hardlinking, even though it's also might be counted not good, how ever, they might be doing this for an old habit regarding to Browsers that don't support frames even though i doubt if any of them are still left.

Yeah it does harm your PR. Every outgoing hardlink leaks pagerank.

Looks like it's a standard practice with cam programs. People are reporting PussyCash doing the same.

Most webmasters don't look at the code, esp iframes. They just copy whatever they are given into their pages.

All incoming links raise your page's Pagerank.

All outgoing links decrease your page's Pagerank.
