When's it good to start asking for link exchanges?

I just opened a new website - JenaveveBlog.com - I'm working on some galleries and looking at different affiliate programs now, but I'm wondering.. when is it ok to start asking for link exchanges and where should I start? I plan on getting some galleries together later this week and submitting them to TGPs but the site is pretty much new..

before i launch a new website, i load my site with 30-35 link exchange partners. I then do what i call a "1-night-push) and go out and apply for a link exchange with all 30-35 link partners.

I buy a lot of traffic from traffic holder and feed that traffic to the site. This traffic feeds the trades, therefore the trades see traffic coming in, so then start to send some traffic back.

Everything grows from here.
