Yes, I Just created a blog regrading my website, at Blogger.com now what happens after, like I publish it and then what? where does it go, or is it up to me now to link it out and submit it out to the internet???

It's up to you. You can submit it to the search engines, trade links with other sites and blogs, enter it into link directories and all kinds of other things.

If you have any other sites that are already in any of the search engines, link to your new blog from there and don't manually submit it. You'll get spidered much faster that way.
