Dreamweaver is the best HTML design tool. Dont waste your time with front page, you will outgrow it pretty quickly.

Dreamweaver is the standard. Run away from Front, it slow clunky and create alot of extra html code.

I don't know if they're killing it outright, but they are releasing a new web design tool that is much similar to Dreamweaver in its feature set and interface. That alone makes it pretty clear Frontpage is no comparison against Dreamweaver.

All that said, if you really want to learn HTML and CSS, I'd recommend a basic HTML editor with syntax highlighting like Notepad++. Once you know what you're doing, your pages will be smaller in size than Frontpage or Dreamweaver, which can translate to substantial bandwidth savings for high-traffic sites.
