If not you will have to pay someone that to build / run it.

Also what are you going to do with the video you make?

No it won't be enough. best to buy some content and start your site that way then use social media to drive free traffic if you don't have money left for marketing. Once you start getting enough paid subscribers you can think about creating your own content, good luck.
