There are no limits but I would not recommend to use too many... -

ONLY with Ghostery, AdBlockPlus, the browser built in popup blocker on its highest setting and some localhost 127.0.0.1 settings to prevent that shit from ever being displayed on my screen.

I suggest you to use only 1 pop at the time. It leads the higher conversion, the advertisers love it. The more pops at the time you put, the lower revenue you get.
Many networks provide some function that allow you can put another ads network into it. It just like you random pop from source1 or source2 (or you can write your own code if you want more) then show it to visitors only 1 at the time.
In Popads, there is Default code (you can see it when you generating code > advance setting). You can put another ads network into it to make the pop shows only 1 at the time.Comment

You know, it's not about how many of them make a visitor stay on the page. It's mainly about will the visitor click on the 2nd, 3th, 4th etc pop-up. I don't believe it. Thus, setting more than one pop-up seems absolutely uselessWapEmpire – terrific conversion of your mobile traffic!
