Tax Obligations With Hiring Overseas Affiliate Marketer?

My fairly new affiliate marketing company has recruited a few affiliate marketers located in the Philippines. This is my first attempt with hiring someone overseas and I have no idea how to go about it tax wise. Can someone help me out on what will my obligations be for both the USA (my location) and the Philippine government.
