Tips to efficiently obtain niche forum traffic?

It's been suggested here that seeking out forums/message boards for a given niche is a good way to drive targeted traffic. But, I've been running into a few frustrations using this tactic. Mainly, I find a board that would work go through the whole sign up process only to find they have strict rules against posting links, or rules that prohibit me from prohibit me from promoting in an effective manner. Biggest frustration is taking the time to register before their rules are revealed..
