		 When I've scratch built in the past it's just been notepad and Photoshop.  I used to use WYSIWYG editors but each one had their own individual "quirks" that I'd have to work out, so it became easier to just learn to do it all manually. 		 We have used Komodo Edit for years (www.activestate.com), it is the free version of Active State's code editor. It's the best thing that I have seen since Cool Edit Pro back in the day. For images - Photoshop or GIMP depending on what platform I'm on. When I am feeling especially hardcore, I use VI on my Linux boxes.

		 I have been using MS Expression Web 4, with The Gimp (similar to photoshop but less powerfull, but free), and for animated gifs I use Gif Optimizer to compressed them, it's pretty sweet.
