Never happen. You're not allowed to eat dog in Thailand either, but they still do in some areas. A law is not going to change 100s and 100s of years (or 1000s) of culture AND keep people who are starving from eating a dog.
pure bullshit, if they wanna eat cats and dogs then just let them, how it's any different then eating cow or sheep meat.

I fucking love cats but if someone wants to eat them, I'd say go ahead and do your thing. If it's part of your culture or if you're doing it to survive, that's even better. Just don't waste any meat and eat it with respect. If I see you fucking around with a grilled cat I'ma smack you in the face.
I don't really see this as much different than the horse meat market in Japan or the seal clubbing in the lands of much snow and ice. A food market is a food market is a food market. People gotta eat.
