Who cam be trusted to do paypal/epass transfer?

Here is the deal. I have an epass account, but my bank (Chase) blocked me from sending money to my epass account a couple years ago. So I stopped using them. I have paypal. I can send you paypal and then have you send that money to my epass account.

Who can I trust. Last time I did this the guy took a month to finally send the money on like he was suppose to. I don't want to deal with bullshit and waste my time. I am honest, looking for someone else who is honest for a smooth transaction.
