How do I change the time it takes to edit a folder or file name in win7

You know when you slowly double click the center of a file name in windows, it takes a couple seconds for the edit to come on? Can I make this quicker or can anyone recommend a file browser that does it quick? Editing a bunch of file names

Use a Mac and an app called 'A Better Finder Rename". You could rename 1 million files / folders in about 3 seconds.
