I need a webmaster that can completely create me a raw clicks and cpm affiliate site.

I have the domain WackAds.com.
- You would need to design the template.
- Then code a register / login / members page (if you dont know how to do this then I can do it).
- Then code a buy / sell raw clicks through the members page.
The sell raw clicks should give the publisher a link to send there traffic to. They must submit there domains and only clicks for the approved domains (referral of the link) will get credit.
Clicks should go through a series of checks (to make sure its not bots, etc), I have a system of my own, but a new system would be nice. Then after the check, the page should be referred to the links set up by the buyers. I should be able to set the prices in the admin panel for both buy and sell.
- The buyers statistics should show the amount of hits per day, then there should be another page that shows per hour. Also show the referrals of what seller sites the clicks came from (and amount of clicks) for a referrals page.

After this is done we would focus on CPM integration for the site.
