Most of the sites have less than 10-30 or so actual outgoing links (give or take.. some less, some more). Offhand I am guessing the average is about 25 outgoing overall. And the link spots are limited to 15 spots.

links to FHG's, affiliate links and toplists all use rel="nofollow", these are not counted, and by using that a higher percentage of PR is passed to the hardlinks. (or instead of rel="nofollow" affiliate / galls / toplists are served in an iframe for the same purpose)
