First of all vcc=virtual credit card.

These cards are not some stolen cards or shit.I Have netbanking facility which allows me to generate vcc's.(mastercard)

These cards will be loaded with 2$ which is enough for you to verify your paypal.These cards cant be used for shopping as they have only 2$ balance.

For US paypal accounts , vcc's can be used to remove the limits .As complete verification needs also one US bank account to be added.

However for other countries , VCC's are enough to verify your paypal.

These cards are like entropay cards.These are virtual cards.About them being allowed in paypal , paypal allows entropay cards , so these cards are legal.
