For our new upcoming website (tube site) we have $200 to spend on hardlinks that will stay for 1 year on the website. I'm not looking for massive links farms... Please send me some info to: info'at'nexclic.com

Its a general tube site, so not niche related.
If it works good (we get traffic from your sites) we will buy more hardlinks from you in the future as we are planning to setup many more adult tubes.

We would like hardlinks on multiple sites for that price.

$200 budget for links on multiple sites that will send you traffic? I spend it daily on dinner. keep dreaming. I have been in SEO and link building for more than 15 years and I can assure you that there is no point in trying to buy links with such low budget because a single decent link would cost you more. you sure will get spammed by some people with low quality spammy sites and cheap links but those links won't help your SEO nor send you traffic. you need to multiply your budget by 25 at least to buy some decent links that will be any benefit.
