I would say there is a big difference between a small site that makes nothing and a site that has millions of users that hasn't turned a profit. Also like you said this site has been neglected and most likely not growing. That usually tells you the owner doesn't think its worth their time which usually means its not worth someone else's time much less money.

That said its a decent looking site should be able to fetch a low x,xxx offer if the traffic quality is good.
