He thinks his head is going to meet the guys chest and arms, so Asante turns his head and moves his face away from impact, at the same time bringing his arms up to absorb the force of the collision and/or try to push the Giants receiver away, thus resulting in a softer collision, if any.

I don't think either of those hits should be fined, but with the NFL being all retarded over the game lately, it wouldn't surprise me if Samuel did get fined for his hit.
