Hiring Non-outsourced foreign designer
 

I'm looking for an affordable designer familiar with HTML/CSS. I'm not looking to hire through an outsourcing company.

Must know Photoshop and be able to create sites/logos/banners/ads from scratch.

Familiarity with SMARTY and wordpress templates a plus.
