aside from making it perfectly clear you don't want to spend much money, you haven't given anyone anything to go on.

1. small projects entailing what exactly?
2. what are you willing to pay?
3. "competent" and "decent graphic skillz" say nothing about what you are expecting.
4. what type of designer?
5. does location matter?
6. is there a deadline?
7. you get the idea....
