Recommendations for biller that doesn't have up front visa fees

What is a good biller to handle member subscriptions?

I'm looking for something that doesn't have an up-front fee for processing Visa and that doesn't require me to have a merchant account.

Everyone says Zombaio but I have never personally used them although i will be shortly.

The BEST is CCbill but you have to pay the visa fee
