In one of them, they took 9 men and they were to use it for 6 hours a day for at least 4 months. The average gain was 1.8cm with a range of 0.5 to 3.1 cm and they say that for all 9 men, the gain was proportional to the length of time actually used. They said there were no side effects.

Main point of the matter is you have to do the time before you can sell the product. Had someone actually run a study on the product they could sell them. They never did and so they didn't get FDA approval and should not be selling the product.
