I would suggest he contact every place that he is aware of that has the content that was produced prior to her 18th birthday and instruct them to remove all of her content. destroy any and all content related to her regardless of when it was produced. Verify the identities of all his current cam girls and their ages at the time they began working for the studio; repeat the above steps if he finds any others that started before they were legal and then just hope for the best.

while your friend was the victim here he is not blameless and really should have done a much more thorough due diligence prior to the buy but I do not see a reason for him to close down a profitable studio and move out of the country...unless he is in the middle east :)
