But generally speaking anyone who is "anti-war" wants to size down the military and decrease spending. What they fail to understand is that not having an offensive capability opens up a country to attack - because the other side has little fear in way of retaliation.

Eh? How did you work this out? Maybe the reason why Britain's defense was not as good as it could be was because the Great War drained so many resources, both manpower and materials.
