What about pre-paid debit cards from 7-11
 
I have full confidence that epassporte will rebound but I have traffic sellers to pay out. Has anyone used these prepaid debit cards? If you buy and load in the us can it be used in any country? If so I'm thinking why not just buy them in advance when someone requests a cashout physically mail them the a pre paid debit card with thier payout already loaded on it

Walmart has prepaid cards for $3.00, which I think are the cheapest, but I think they require Name, address, and ssn to activate them.

Google it. There's loads of gift card type companies out there, who can issue you say 1000+ debit cards. Mail them out to any decent affiliate who meets a certain threshold, then load their card as needed.

Same as ePass, except you do it in-house. I've developed systems to handle this for clients many times.

All grocery stores have cards you can load from 20 to 500 dollars at the register. No questions asked

Yes, read their TOS. By law they are required to collect a SSN at activation.

It has been a couple years, I think you can buy Amex gift cards without giving info, unless their rules have changed.
My old company used to give us bonus money using Amex gift cards. They had no identifier on them, just said gift card holder.

The company would just hand me a stack, and tell me to give so many out to each person. The company said it was a way we could get bonus's without having to account for them individually. They just bought so many $$$$ in gift cards and it was one line item in the budget.
I know I used to piss off the salesguy at Circuit City coming in and paying for a laptop in $100 gift cards.
