Any Russian scammer with half a brain already has a drop in the USA.

We asked something like this over on the Pond and were told that the instant cash feature would be monitored by someone - basically if you had a good history of honest sales you could get it, if you didn't (or were a new FC webmaster) then it would take some time.
Made it seem like you can't sign up for FC today and immediately qualify for instant payouts with the epassporte - you could choose that as your payout method, but you might not get it for a while.

You might want to ask someone from FC to come here and give a little more info.
