When I was growing up, my parents were quite fond of playing Van Halen, Dio, etc all night long during their super awesome rock'n'roll 80's parties. At the time, I had a collection of weird beach towels on my walls and that actually helped deaden the sound from their parties.

I prefer the sound of water to help me sleep. But it looks like that little wind device you linked to might be soothing too.

There's a few places you can dl white noise and other constant sounds free:
http://www.google.com/search?q=download+white+noise This guy gives you a 35 min free dl of white noise: http://cantonbecker.com/music/white-...ounds/mp3s.php Then you just join the two together with an mp3 software to get 70 mins (74 mins is max time for a cd. Burn to a cd. Then play with repeat on, with a player. You now have a free noise machine. It does indeed work. Turn it up as loud as nec until you hear the white noise more than the outside sound. You will soon nod off. Dig a little and you can find other ones like rain on a tin roof ect for really loud sounds to block. Thing is, although the white noise in whatever form (rain on a tin roof, rain on a canvas tent, ocean waves, ect) will also be loud, your mind will tune it out as it is constant. It is unpredictable noise that keeps us awake. Rain on a tin roof for example makes a lot of racket but is somehow soothing so you can have it loud (to block the outside noise), as it would actually be loud under a tin roof but still sleep. Even sub woofers which are the hardest to block can be blocked sleeping under a tin roof. There is a little tin roof down by this beach I've gone to.. roll a fat joint an hour before going to bed, have a glass of wine and your problem is solved, youŽll sleep like a fucking baby!!!

I went out with a chick for a year or so, she used to sleep with a fan on for the same reason. The white noise whirring lulled her to sleep. Banging her hard for half an hour also helped.

Throwing a brick through the neighbors window may help.

I'm guessing you mean you haven't slept well since staying up for 23 days straight without going insane is pretty much impossible.
