It's certainly better than what they're doing now. How the hell could they allow one man to use up $1 million in resources and he's no better off than before. They should do what Giuliani did in New York. Make homelessness illegal. It's the only compassionate thing to do. In a country this wealthy having people sleeping on the streets is ludicrous.
