I guess they were talking about toning down safety legislation or postponing it and removing criminal provisions. Without knowing the actual background, this APPEARS to make Ford look bad, but if we knew everything it might not be as awful as it seems. Everybody would like a the optimally safe vehicle, but at what sticker price? Also, the government sometimes asks for things from manufacturers without consulting as to what is a reasonable time frame, and then it even changes its mind. I remember when the government forced my father's company to switch from coal to petroleum as a fuel, then there was an Arab Oil Embargo, and suddenly companies were urged to switch back to coal.
The point is: the world is complicated and looking at a memo doesn't tell us too much.
