I've seen pretty good things from vps.net. I have a couple sites I run on there now, and they seem to have reasonable prices/scalability. I don' know anything about what panels they use as I configure everything by script over ssh, but they have CentOS 5 which has packages for basically anything you'd ever need (and a compiler if you need something newer than what they have).
