Good cheap/template site design?
 

We're looking for a simple site design to be done for a newbie with very limited funds.
Given the budget, they don't expect a fancy highly customized exclusive design - a few
tweaks to a decent template would do fine.

I'd like to avoid designs that COMPLETEY suck, though, where it's just one giant jpeg.
Any suggestions?

Yeah. Search for "free css templates" on Google, there's a lot of really good free ones that are perfect for newbies to customize
