special blog plugin/script?

I am in the need for a special wordpress plugin or some other script, that will let me do this:

I want my surfers to be able to signup to my blog, so that they can write posts for this blog... each surfer will then have his own category with his name on the blog, they should be able to insert their own picture in their profile so that the picture will be listed next to each post they make.

And then I need the blog to have some sort of rating system. So that the other surfers can give ratings to the surfers who are writing the posts.. So on the end of each month we will have a winner of the best blogger :)

Is there anything like this out there? Or can it be made?

Not sure on wordpress as I don't use it, however can be done (most of it is already built into script)

with www.textpattern.com

sounds pretty easy to do
