Doesn't shock me. When I moved to where I live now I found out that the electric company sends someone to your house if you are past due on your bill. To make a long story short I went to their office and had everything put in my name. The first bill came and I paid it. Then a few days later a "corrected" bill came for a few dollars more. After calling them there was confusion about how much I owed. They finally figured it out and I paid them. About three weeks later a guy shows up at my door because I didn't pay the full bill. I had a balance (After two bills and much confusion) of 25 cents. They came to my house for 25cents! I hand him a quarter and he tries to tell me that there is a $25 fee for them coming to collect it. Needless to say I never paid the fee and had a few choice words for them.
